Cincinnati police never left their car when they searched for a teen trapped in a van

Cincinnati police officers searching for a teenager trapped in a van last month drove around for 14 minutes in the parking lot where the van was parked but never got out of their patrol car, police said Monday.

The officers explained that they thought they could cover more ground by remaining in the vehicle and looking out both sides, according to Cincinnati police Chief Eliot K. Isaac.
That revelation was part of an internal investigation released Monday in the death of Kyle Plush, who called police when he became trapped in the third-row folding seat of his van on April 10 in the parking lot at his school.
Police dispatched to the scene did not locate him, and his body was not found until almost six hours later. A preliminary autopsy ruled that he had died of asphyxia due to chest compression.
The failure to find Kyle has led to sharp questioning of what went wrong and how emergency and 911 protocols could be changed.
“At a big picture level, it’s important to say that I think we failed. We failed to get the outcome we wanted in this emergency response,” Cincinnati Mayor John Cranley said.
“One thing I’ve heard over the past month is what happened to Kyle was the perfect storm,” said Ron Plush, Kyle’s father. “So was this the perfect storm or a series of multiple failures?”
The internal investigation released Monday concluded that 911 operators and police officers acted appropriately and reasonably last month in their response to Kyle’s calls.
But Ron Plush said the internal investigation did not give him enough information.
“I was expecting that by hearing the police report today, many of my questions would be answered,” he said. “This is not the case.”

Timeline of police response

Isaac laid out a timeline of the police response and revealed that the 911 dispatcher could not fully hear Kyle’s pleas for help.
According to recordings of the 911 calls released to the public, Kyle twice was able to use voice commands to call police and ask for help. The first call, at 3:14 p.m., lasted about three minutes.
“Help, help, help. I’m stuck in my van outside the Seven Hills parking lot. Help. I need help,” he says.
The operator, though, was unable to fully hear him, Isaac said. At 3:21, two officers were dispatched to the area and told to look for a woman saying she was stuck in a van at a parking lot near the Seven Hills school.

Surveillance video from the school parking lot shows the police vehicle driving around, but the vehicle does not stop near Kyle’s van. Meanwhile, other students walked past Kyle’s van and also did not appear to stop near it or respond to it.
The officers turned on their body-worn cameras when they arrived on scene, but then deactivated them after three minutes. Chief Isaac said that violated department procedure, but he otherwise said the officers acted reasonably in their search.
Kyle managed to call 911 again at 3:34 pm. The 911 operator engaged the caller but got no response, police said.
It wasn’t until 9 p.m. that evening that police were dispatched to the scene again and found him dead inside the van.
Kyle’s father said he and his family would continue to be a part of the process to fix the system.
“Kyle will give us the strength and guidance to get the job done,” Ron Plush said.

Cincinnati woman burns down house trying to kill bedbugs

A woman set her Cincinnati home on fire when she used rubbing alcohol to get rid of her bedbug problem.

The late Friday fire sent three people to the hospital with non-threatening injuries and left another 10 homeless, local Fox affiliate WXIX reported.

The blaze broke out on the first floor, where the alcohol was ignited by either burning incense or a candle, local fire chief Randy Freel told the news channel.

First responders at about midnight found flames gushing out of the first floor.

Fire officials noted it was the second time in as many weeks a fire broke out in Cincinnati by someone trying to kill bedbugs.

The late evening blaze caused $250,000 in damage to the five-unit structure, WXIX reported. The American Red Cross is trying to find new homes for the seven adults and three children.

“It’s like a dream….everything is burnt,” said resident Kamaron Lyshe, who rushed home after someone told him about the fire. “I’ll start fresh. It’s all we can do now.”Freel told the channel Cincinnati residents shouldn’t combat the biting pests on their own.

“Get a professional,” he said.

Less than two weeks ago, an apartment building went ablaze in The Queen City for the same reason.

A 13-year-old boy’s mattress went ablaze when he tried to eradicate a bedbug by setting it on fire.

The flames soon engulfed nearly the entire building, displacing eight people who lived there.

Toddler passed out on sidewalk at midnight apparently overdosed, police say

PORTSMOUTH, Ohio (FOX 11/ AP) – Police who responded to a report of an Ohio toddler apparently passing out on a sidewalk from a suspected drug overdose in the middle of the night say she was treated at a hospital, and her parents are charged with child endangering.

Portsmouth police say a frantic person approached an officer Wednesday, shortly after midnight, seeking help for the 18-month-old girl, who was unconscious and having trouble breathing. Police say the girl’s father and another person drove her to a hospital before the officer arrived at the scene in the Ohio River city, about 90 miles east of Cincinnati.

olice found the girl’s 26-year-old mother unresponsive from a suspected heroin overdose inside their apartment nearby. She also received medical treatment.

Court records didn’t list attorneys for the parents.

According to local media, the parents– Brandy Estep and Jason Bolden– are charged with one count each of child endangering, a third degree felony that carried a maximum penalty of three years in prison.

Driver who mowed down 4-year-old boy gets shot dead after stopping

Police in Ohio are hunting for up to three suspects after a driver who was allegedly speeding down a residential street was fatally shot for striking a 4-year-old boy.

Police said Jamie Urton, 44, was killed after he got out of his vehicle to check on the injured child and an argument erupted between him and onlookers Friday.

“There was some type of confrontation that took place after the accident,” Cincinnati Police Department Lt. Steve Saunders told The Post. “I don’t know exactly what ensued, but as a result of that confrontation, there was gunfire that occurred and the victim was struck several times and was killed.”

No suspects had been identified as of Monday, Saunders said.

The boy’s father, Jamal Killings, told WCPO that his son was released from the hospital with bleeding in his brain on Saturday — one day after the violence on Kenton Street, where police said the boy was hit by a car after crossing into the road.

 Killings, who was busy checking on his son’s condition, said he wasn’t aware that someone had targeted the man behind the wheel who struck him.

“My job as a father was to get my son face first off the concrete and take him to see medical attention, and that’s what I did,” Killings told the station.

The car had been speeding at about 45 miles per hour just prior to the crash, he said.

“I initially stopped the car, you know, a lot of kids play on that street — that’s residential, 15-25 [mph],” Killings said. “I initially stopped him. He slowed down a bit and then he kind of like swerved around me, hitting my other son. My son wasn’t hit in the middle of the street. He was hit on the curb.”

Killings apologized to Urton’s relatives, saying he didn’t agree with the apparent vigilante street justice.

“I apologize for your loss,” Killings said. “I don’t condone violence. I don’t teach my kids violence. That should never have happened … an unfortunate situation, unfortunate event, but I hope we can all learn from this.”

Killings said the boy must be monitored closely for the next six weeks and could require surgery due to his injuries.

Witnesses told police that three people were involved in the shooting, WCPO reported.

“I pulled right into it,” witness George Gaines said of the crime scene. “He was parked in the middle of the street.”

Gaines said he saw Urton slumped over into the car’s passenger seat as police responded to the shooting.

“The police pulled out from every place,” he said. “It was crazy.”

A passenger in Urton’s car was also injured by the suspects, but was not shot, WLWT reports. Police said it’s unclear whether the victims were dragged from the car or were attacked after they exited the vehicle.
